Training Quality Assurance Principles

  1. GENERAL PROVISIONS

1.1 HR Hariduskeskus OÜ, registry code: 17440602, organises professional in-service training for adults.

1.2 Information about upcoming continuing training courses is available in HR Hariduskeskus's training calendar, which can be viewed on the training centre's website www.hrharidus.ee.

1.3 HR Hariduskeskus OÜ staff can be contacted by email (info@hrharidus.ee) or by phone (+372 5558 6108).

    2. CONDITIONS AND PROCEDURE FOR ENSURING THE QUALITY OF CURRICULA

2.1 In developing HR Hariduskeskus OÜ's curricula, we are guided by the Adult Education Act, the continuing training standard, occupational standards, and guidance materials issued by the Ministry of Education and Research. As a rule, the basis for developing a curriculum for professional or occupational continuing training is the corresponding occupational standard.

2.2 In developing a curriculum, we are guided by market demands and the needs of the target group. HR Hariduskeskus OÜ's courses are practical in content, and it is the trainer's task to help learners achieve the learning outcome.

2.3 In developing a curriculum, we are also guided by the needs of potential and/or current employers.

2.4 Curricula are developed on the basis of learning-outcome-based principles.

2.5 The curriculum defines:

  • the name of the curriculum;

  • the curriculum group;

  • the learning outcomes;

  • the conditions for commencing studies (where these are a prerequisite for achieving the learning outcomes);

  • the total scope of the study (including the proportion of classroom instruction, practical work, and independent work);

  • the content of the study;

  • the teaching methods;

  • a description of the learning environment;

  • a list of study materials (where study materials are provided for completing the curriculum);

  • the assessment methods, assessment criteria and conditions for completion, and the documents to be issued;

  • a description of the qualification, education, or work experience required to conduct the course.

2.6 The curricula for HR Hariduskeskus OÜ's courses are published on the company's website, www.hrharidus.ee.

2.7 The manager is responsible for developing the curriculum. Course curricula are updated at least twice a year.

2.8 We update the curriculum based on new trends, directions, and other information gathered at conferences and training events.

2.9 We also update the curriculum after training, based on participant feedback, and make changes where necessary to improve the quality of study.

2.10 We publish curriculum changes on the website immediately after approval, and no later than before registration for the course opens.

    3. CONDITIONS AND PROCEDURE FOR ENSURING THE QUALITY OF TRAINERS

3.1 HR Hariduskeskus OÜ's trainers are practitioners and professionals in the field being taught, and hold higher education. More detailed information about the trainers can be found here: www.hrharidus.ee.

3.2 HR Hariduskeskus OÜ's trainers participate in professional training events and conferences at least once a year to improve their competence.

3.3 HR Hariduskeskus OÜ's trainers develop their adult-teaching skills at andragogical training events and conferences at least once every 3 years.

3.4 We assess trainers' performance after each course based on participant feedback, and where necessary make suggestions to trainers to improve the quality of study.

     4. CONDITIONS AND PROCEDURE FOR ENSURING THE QUALITY OF THE LEARNING ENVIRONMENT AND STUDY MATERIALS

4.1 HR Hariduskeskus OÜ's study mostly takes place in the form of e-learning, unless otherwise provided. E-learning is conducted using a computer, mobile phone, the internet, and digital study materials, with the aim of increasing the quality and efficiency of the study.

4.2 In exceptional cases, we use training premises at Roosivälja tee 1, Soodevahe. All premises comply with the requirements of the Occupational Health and Safety Act for indoor spaces, are well-lit, well-ventilated, at a suitable temperature, and equipped with the necessary technical equipment.

4.3 Training group sizes vary and depend on the content of the course, but we prefer smaller study groups in order to ensure as individual an approach as possible.

4.4 HR Hariduskeskus OÜ's trainers are guided in their work by andragogical principles, according to which every course participant is an equal partner in the learning process. Trainers create a safe psychosocial learning environment in which learners are treated equally and looked after.

4.5 E-learning is supported by a study platform that:

  • provides the learner with access to recorded video lessons, study materials, tests, and independent work assignments via computer or mobile phone;

  • helps give the course structure and supports continuity by visualising the learner's progress;

  • enables the use of motivating, game-like elements in the learning process, in order to increase the learner's motivation and maintain an optimal pace of study;

  • allows the trainer to monitor the learner's progress, and the lessons and modules completed;

  • provides the ability to measure the learner's progress through continuous assessment;

  • enables ongoing communication with the trainer and fellow learners, and provides the opportunity to express an opinion or ask questions about any video lesson or test;

  • creates a comfortable and supportive e-learning environment to ensure the individual development of the course participant during their studies, the maintenance of their motivation to learn, and support for learners' further independent learning afterwards.

4.6 During classroom and practical work (including during e-learning), we ensure that the learner takes sufficient breaks to rest and move around.

4.7 Course participants are given extensive study materials, including supplementary materials (articles, videos, and/or books) for independent study. The study materials are up to date, adapted to a suitable level of difficulty, and support the achievement of the course objectives and further independent learning.

4.8 The study materials distributed during the course are prepared by the trainers and/or are used in accordance with the Copyright Act, and do not infringe the author's moral or economic rights.

4.9 We update the study materials based on information gathered at training events and conferences, and from participant feedback after courses.

4.10 Access to course materials is determined by the terms of study and is retained after the end of the course for the period specified in those terms.

    5. PROCEDURE FOR COLLECTING FEEDBACK ON CONTINUING TRAINING

5.1 HR Hariduskeskus OÜ's continuing training procedure provides that we collect and analyse feedback from all stakeholders. The purpose of collecting feedback is to improve the curriculum and the study process. The results of the collected feedback analysis form the basis for improving the quality of continuing training.

5.2 The training manager is responsible for conducting the feedback process.

5.3 Feedback is collected during each course in several different ways:

  • an introductory online survey, which helps assess the learner's professional level, expectations for the course, and anticipated difficulties that may affect the effectiveness of the study and hinder the desired learning outcomes;

  • interactive feedback, which allows the learner to openly share their thoughts, suggestions, and concerns throughout the entire study period, and which promotes direct communication and enables real-time adjustments to better meet participants' needs;

  • a feedback survey at the end of the course, which helps analyse the learning experience, cognitive and stress load, as well as their effect on motivation and the learning outcomes achieved.

5.4 [numbered 5.3 in source, second occurrence] Feedback participants can make suggestions for improving the content and form of the study, and can give an assessment of:

  • the content of the course,

  • their own development,

  • the study materials,

  • the teaching methodology,

  • the structure of the lessons (pace of the study process, atmosphere, clarity of explanations, opportunities to practise what is being learned, etc.),

  • the trainer's work,

  • the organisational side of the course.

5.5 The feedback collected is analysed at the end of each course, and the results are discussed by the course trainers and management. A consolidated analysis is carried out twice a year in order to offer even better and higher-quality training.

    6. ASSESSMENT OF THE QUALITY AND EFFECTIVENESS OF STUDY

6.1 HR Hariduskeskus OÜ ensures the quality of continuing training by complying with the Adult Education Act, continuing training standards, the principles of organising training, the arrangements for collecting feedback, and pricing principles.

6.2 Continuing training is organised at HR Hariduskeskus OÜ year-round, with curricula updated twice a year in order to continuously improve the quality of study and ensure the transfer of up-to-date knowledge and skills.

6.3 The process of organising continuing training at HR Hariduskeskus OÜ includes assessing training needs, planning the course and developing the curriculum, organising the course, evaluating and analysing results, and updating and improving curricula, in accordance with the description set out in the guidance materials.

6.4 To ensure the quality of continuing training, HR Hariduskeskus OÜ:

  • creates the prerequisites and conditions necessary for study, and continuously updates the learning environment and materials;

  • uses varied and appropriate adult-education methods and creates an open atmosphere that promotes learning and development;

  • engages qualified trainers, instructors, and mentors in the study process, who keep up to date with the latest expertise and regularly develop themselves through training events, seminars, and conferences;

  • follows andragogical principles and ensures that trainers, instructors, and mentors take part in continuing training at least once a year in order to improve their qualifications in the field of adult education;

  • continuously and systematically develops the content, structure, and teaching methods used in the curricula;

  • regularly requests and analyses feedback from learners and clients, taking the results into account in curriculum development, the conduct of continuing training, and elsewhere;

  • monitors course satisfaction indicators and each learner's rate of successful completion throughout the study period;

  • analyses, based on feedback, the balance between cognitive and stress load and their effect on learners' motivation;

  • stays in continuous contact with graduates in order to find out how successfully they have found employment, and how much the knowledge and skills acquired during the course help them develop professionally and advance in their careers; where necessary, we make improvements to the programme that help our graduates feel more confident at work after completing their studies;

  • pays attention to the rate at which learners continue on to further courses, monitors whether this is increasing or decreasing, and takes into account recommendations our alumni make to their colleagues and acquaintances, including recommendations on social media, taking these into account in the further development of our study programmes.
    7. CLIENT COMMUNICATION

7.1 HR Hariduskeskus OÜ's languages of communication are Estonian, Russian, or English.

7.2 Those registered for continuing training are contacted by phone or email. All persons registered for a course receive all necessary information about the course at least 2 days before the continuing training begins.

7.3 Communication between the trainer and learners mainly takes place through the study platform, email, and phone.

7.4 General information related to study and information about events is shared both on the study platform and by email, as well as in a private Telegram group whose members are only the learners of the relevant group, the trainer, and the trainer's assistant.

7.5 The learner has the right to contact the trainer regarding questions related to the study process, and to receive feedback on their knowledge, skills, and results, as well as on the criteria used to assess them.

7.6 The learner has the opportunity to express their opinion about the curriculum and the study process and/or to make a suggestion for improving it.

7.7 The trainer takes learners' wishes into account and, where necessary, updates the study material and study process.

       8. DOCUMENT MANAGEMENT

8.1 The purpose of processing the personal data collected by HR Hariduskeskus OÜ is to organise study activities and to fulfil the requirements and obligations set out in the Adult Education Act.

8.2 HR Hariduskeskus OÜ processes learners' personal data in accordance with all relevant activities and the applicable legislation of the European Union and the Republic of Estonia, on the basis of a legitimate interest or the client's consent.

8.3 In order to fulfil the agreement necessary for the provision of the service and the obligations arising from the law, we generally collect the following personal data:

  • the name of the course participant;

  • personal identification code;

  • contact details (phone, email address).

8.4 The course participant's email address is added to HR Hariduskeskus OÜ's database and to the list of newsletter recipients.

8.5 We send marketing announcements to newsletter subscribers if the client has given consent to this. A newsletter recipient always has the right to opt out of the mailing list.

8.6 HR Hariduskeskus OÜ maintains a register of learners and graduates, which records the learner's surname and study group, contact details and personal identification code, and, for graduates, their certificate number.

8.7 Within the scope of applicable law, HR Hariduskeskus OÜ ensures the confidentiality of the learner and implements appropriate technical and organisational measures to protect client data against unauthorised access, unlawful processing or disclosure, accidental loss, alteration, or destruction.

8.9 Personal data is shared with third parties only to the extent necessary to fulfil the purposes of the course, for example sharing data with trainers to enable the course structure to meet individual needs, and with the party ordering the training.

8.10 HR Hariduskeskus OÜ's employees are informed about data protection matters. Access to personal data is granted only to persons who have a need for it arising from their work duties.

8.11 Data is stored in a private electronic information system until the purposes arising from the course have been fulfilled, or for as long as required by statutory obligations.
