Training Organisation Principles

1. GENERAL PROVISIONS

1.1 HR Hariduskeskus OÜ (registry code: 17440602) organises professional in-service training for adults.

1.2 In organising continuing training, HR Hariduskeskus OÜ is guided by the applicable legislation in the field of adult education and other related legislation and documents.

1.3 Study takes place online or at Roosivälja tee 1, Soodevahe, or in other premises suitable for study that are rented on an hourly basis, or in the training rooms of the party ordering the training.

1.4 Study takes place as courses year-round. Courses take place according to the training calendar, which is published on HR Hariduskeskus OÜ's website at www.hrharidus.ee.

1.5 Study mainly takes place on working days in the form of daytime study. Custom courses may, depending on the client's needs and by agreement, also be conducted in the evenings or on weekends.

1.6 Courses take place as group training.

1.7 Study takes place in Estonian, Russian, or English, depending on the course.

1.8 HR Hariduskeskus OÜ has the right to make changes to the course plan, schedule, and venue. Those registered for courses will be notified of changes by email.

1.9 HR Hariduskeskus OÜ's language of business is Estonian, Russian, or English.

2. STUDY AND CURRICULUM

2.1 Study takes place on the basis of learning-outcome-based curricula.

2.2 The basic document of studies is the curriculum, which defines:

  • the name of the curriculum;

  • the curriculum group;

  • the learning outcomes;

  • the conditions for commencing studies (where these are a prerequisite for achieving the learning outcomes);

  • the total scope of the study (including the proportion of classroom instruction, practical work, and independent work);

  • the content of the study;

  • the teaching methods;

  • a description of the learning environment;

  • a list of study materials (where study materials are provided for completing the curriculum);

  • the assessment methods, assessment criteria and conditions for completion, and the documents to be issued;

  • a description of the qualification, learning, or work experience required to conduct the course.

2.3 The requirements for the curriculum are established in the continuing training and occupational standards.

2.4 The scope of the curriculum is determined in academic hours. One academic hour corresponds to 45 minutes.

2.5 Study takes place in the form of e-learning, unless otherwise provided.
E-learning is conducted using a computer, mobile phone, the internet, and digital study materials, with the aim of increasing the quality and efficiency of the study.

2.6 Study takes place in the form of classroom-based online work, practical work, and independent work. The proportion of these forms of study is determined in the curriculum.

2.7 Classroom work is study organised in the learning environment to achieve learning objectives, in the form of a lecture, masterclass, case analysis, group discussion, or another form. Both the learner and the trainer participate in classroom work.

2.8 Practical work consists of applying the knowledge and skills being learned in order to achieve specific learning objectives through practical activities within the scope of the curriculum, in a work environment under the guidance of a supervisor or mentor.

2.9 Independent work is the acquisition, independently, of the knowledge and skills necessary to achieve the learning outcomes (watching recorded videos, reading additional articles, etc.) in accordance with the tasks assigned by the trainer.

2.10 The learner confirms participation in study by signature on the relevant attendance sheet for each training session.

3. COLLECTION AND PROCESSING OF PERSONAL DATA

3.1 HR Hariduskeskus OÜ collects the following data about learners:

  • name;

  • contact phone number;

  • email address;

  • personal identification code.

The personal identification code is required for the certificate or attestation. Personal data is processed in accordance with §6 of the Personal Data Protection Act.

3.2 HR Hariduskeskus OÜ's privacy policy is described in more detail at www.hrharidus.ee.

4. ADMISSION TO TRAINING

4.1 Prior written registration for a course is required. Registration can be done on HR Hariduskeskus OÜ's website at www.hrharidus.ee, or by sending an email to info@hrharidus.ee.

4.2 Information required for registration: the learner's name, personal identification code, email address, phone number, and the invoice recipient's name and address.

4.3 Those who register online receive a registration confirmation at the email address they entered in the website's registration form when registering for the course.

4.4 By submitting an order, the agreement between the parties is deemed to have been concluded, giving the client, or the person named by the client in the order, the right to participate in the registered course, and creating an obligation for the client to pay the cost of the course.

4.5 The deadline for registering for a course is at least three working days before the course begins.

4.6 Those registered for a course will be sent a confirmation email no later than 2 days before the course begins, including the exact venue, schedule, and duration of the course.

4.7 The learner has the right to receive additional information from HR Hariduskeskus OÜ staff, whose contact details can be found on the website www.hrharidus.ee.

5. FORMATION OF THE TRAINING GROUP

5.1 A list of participants, i.e. a study group, is compiled to begin the course.

5.2 Only participants who have previously registered may begin studying in the course.

5.3 A training group consists of a maximum of 16 learners. The minimum number required to open a study group is 5 learners.

6. PAYMENT FOR TRAINING

6.1 Payment for training is made on the basis of an invoice. The invoice is issued by email or through the e-invoice centre. The invoice must be paid by the deadline stated on the invoice.

6.2 As a general rule, the invoice is paid before the course begins, unless otherwise agreed with the manager and/or accountant.

6.3 For long-term courses, the full amount may be paid in advance, or, by agreement with a representative of the training centre, paid in instalments according to a payment schedule, unless otherwise provided in the agreement concluded for the continuing training.

6.4 The course fee also includes the cost of study materials.

6.5 No exemptions from the continuing training course fee are granted.

6.6 The trainer has the right to refuse admission to a participant who has not paid the course fee by the deadline.

7. INCOME TAX REFUND ON THE COURSE FEE

7.1 HR Hariduskeskus OÜ has submitted a notice of economic activity in the Estonian Education Information System for conducting professional training for adults, which allows learners to include the cost of training in their individual income tax return and receive a 20% income tax refund.

7.2 An income tax refund is possible if the learner participated in continuing training provided by the above-mentioned training provider, where the purpose of the curriculum is to achieve professional, occupational, or specialist competence contained in a formal-education curriculum or described in an occupational standard, or language learning.

7.3 If the curriculum does not have such a purpose, no income tax refund can be obtained for the training costs.

7.4 To receive the income tax benefit, the participant must file a TSD declaration and meet the requirements of the Estonian Tax and Customs Board (EMTA).

8. WITHDRAWAL FROM TRAINING, DISCONTINUATION OF TRAINING. CONDITIONS FOR REFUND OF THE COURSE FEE

8.1 A person may withdraw from a course or discontinue a course that has already begun.

8.2 Notice of withdrawal from a course must be given in writing by email (info@hrharidus.ee) no later than 7 working days before the course begins.

8.3 In the event of withdrawal, the paid course fee shall be refunded under the following conditions:

  • Notice of withdrawal given more than 7 days before the course takes place – 100% of the course fee is refunded.

  • Notice of withdrawal given less than 7 days before the course takes place – the course fee is not refunded.

8.4 In the case of a later withdrawal from the course, or non-attendance without notice in accordance with clause 8.3 of these general terms, the full cost of the course is payable, and any course fee already paid by the client will not be refunded.

8.5 Notice of discontinuation of a course that has already begun must be given in writing by email (info@hrharidus.ee).

8.6 The conditions for discontinuation and any subsequent continuation of the course shall be agreed between the parties through negotiation.

8.7 In the event of discontinuation, the learner has the right to request a certificate or statement regarding the scope of training completed.

8.8 A participant's absence from or discontinuation of a course shall not be offset or compensated.

9. CANCELLATION OR POSTPONEMENT OF TRAINING

9.1 HR Hariduskeskus OÜ has the right to cancel a course or postpone the time it takes place if the training group does not reach full capacity.

9.2 Those registered will be notified of this by phone or email.

9.3 If a course is cancelled, the learner will, upon request, be transferred to another course or have the course fee refunded in full.

10. CONDITIONS AND PROCEDURE FOR EXCLUDING LEARNERS FROM TRAINING

10.1 If a learner does not participate in classroom or practical activities on the agreed days and time periods, the learner shall be excluded from the course.

10.2 A learner shall also be excluded from the course if they have more absences than are permitted in the study process.

10.3 Learners who disrupt the learning process and display aggression towards other learners or trainers shall be excluded from the course.

10.4 The party who referred the learner to the course or who is funding the training shall be informed of the exclusion.

10.5 Continuation of studies and completion of the course is possible only if additional negotiations have taken place between the educational institution and the learner, and an agreement has been reached regarding compliance with the study conditions and rules of conduct.

10.6 In the event of exclusion from the course, no certificate or attestation shall be issued. Upon request, a notice regarding the scope of training completed will be issued.

11. RIGHTS AND OBLIGATIONS OF HR HARIDUSKESKUS OÜ

11.1 HR Hariduskeskus OÜ has the right to:

  • receive the specified course fee;

  • not open a training group if fewer people have registered than the planned group size;

  • cancel a course listed in the training calendar if the expected number of participants required for the course to take place has not been reached;

  • make necessary changes to the course plan and training materials while ensuring the quality of the training;

  • receive feedback on its work from learners, clients, and the school's management.

11.2 HR Hariduskeskus OÜ has the obligation to:

  • conduct courses in accordance with the established curriculum, at the agreed location, time, and day;

  • prepare the materials necessary for the course;

  • monitor the compliance of training materials with applicable rules and legislation;

  • keep records of the sessions held;

  • notify the learner of the postponement or cancellation of a course by phone and/or email.
    12. RIGHTS AND OBLIGATIONS OF THE LEARNER

12.1 The learner has the right to:

  • receive quality training in accordance with the course chosen;

  • familiarise themselves with the study organisation and curriculum, and receive additional information about the course, before beginning the course;

  • participate in the learning activities specified in the continuing training curriculum in accordance with the prescribed procedure;

  • receive the study materials provided for in the description of the continuing training curriculum;

  • send the trainers feedback (including suggestions) in a free form regarding the content and organisation of the course;

  • discontinue participation in the continuing training at their own wish, bearing in mind that in such a case the course fee will not be refunded;

  • receive an attestation, certificate, or similar document confirming participation in the continuing training.

12.2 The learner has the obligation to:

  • participate in the course for which they have registered or have confirmed their participation in a format that can be reproduced in writing;

  • pay the course fee on time based on the invoice issued by HR Hariduskeskus OÜ;

  • actively participate in classes and in completing study assignments;

  • participate in online and blended learning with a functioning webcam and microphone;

  • observe generally accepted standards of conduct;

  • notify the training institution in writing of non-attendance on a training day;

  • notify as soon as possible of withdrawal from participation in the continuing training.
    13 . DISPUTE RESOLUTION PROCEDURE

13.1 Disagreements and disputes arising between a participant and the trainer shall be resolved by the parties primarily through negotiation. If the disagreements that have arisen cannot be resolved through negotiation, the dispute shall be resolved in Harju County Court.
14. ASSESSMENT AND COMPLETION OF TRAINING, AND DOCUMENTS ISSUED UPON COMPLETION

14.1 Assessment of the learner's knowledge and skills is based on learning outcomes.

14.2 Upon completion of the course, and if the learning outcomes have been achieved, the training provider shall issue a certificate to the course participant. If learning outcomes were not assessed during the course, or if the learner did not achieve them, an attestation shall be issued instead.

14.3 The conditions for completing a course are set out in the course curriculum.

14.4 A certificate is issued to the learner if the learner has attended at least 70% of the class hours, completed 70% of the practical assignments, and successfully passed the overall tests, i.e. at least 70% of the answers are correct.

14.5 An attestation of participation in or completion of a course is issued to learners if the learning outcomes were not achieved but the learner took part in the study process. The attestation is issued in accordance with the number of classroom hours attended, but not if the learner attended less than half of the classroom hours.

14.6 All certificates and attestations issued are numbered and recorded.

14.7 At the end of the course, the learner fills out the relevant course feedback form.
